XP SP3 Perplexed

Can someone tell me why if IE7 is a critical update that is now pushed as part of Automatic updates, why it isn’t included in Windows XP SP3 - SP3 is supposed to roll up all previous updates I believed?? Seems a little odd to me.
UPDATE… And then of course it’s even WORSE when the IE7 update won’t appear at all in Windows Update because you’re on XPSP3 and you “should” have it by now…
